From this observation, 13M was born, the first accelerator for digital inclusion on a national scale, initiated by the Banque des Territoires, operated by Groupe SOS in partnership with H7.

13M combines the expertise of the Banque des Territoires as an investor in digital inclusion, overseeing and financing the initiative, the know-how of Groupe SOS, a major player in the social and solidarity economy, operating and deploying it, and the experience of H7, a responsible accelerator that supports the projects.

          Established in 2018, Banque des Territoires is one of the five businesses of Caisse des Dépôts. It provides tailored consulting and financing solutions, adapted to the needs of local authorities, social housing organizations, local public enterprises, and legal professions. Its goal is to reduce social inequalities and territorial disparities, addressing all territories from rural areas to metropolises. Present in the 16 regional directions and the 35 territorial branches of Caisse des Dépôts, it works towards more attractive, inclusive, sustainable, and connected territories.

          Groupe SOS, a leader in social entrepreneurship in Europe, brings together 650 associations, social enterprises, establishments, and services committed to fighting against exclusion. It combats digital exclusion, facilitates access to rights in a digitized society, and innovates through digital inclusion initiatives in various territories. The Boost Numérique program aims to deploy 75 digital advisors in more than 29 departments by the end of 2023, reaching 60,000 beneficiaries, and contributes to the development of digital citizenship through actions such as Reconnect or Hacktiv. The missions of Groupe SOS include reducing the digital divide and promoting digital as a lever for innovation in the service of a solidarity and sustainable society.
