13M, the leading accelerator promoting digital inclusion, is back for a third edition, supported by Banque des Territoires, in partnership with Nantes Métropole, Métropole de Lyon, H7, and Groupe SOS.

For this edition, support is being localized to better meet the needs of the public. The eight winners selected address the three key challenges of digital inclusion: access to equipment, access to usage, and access to connectivity. 

Access to facilities

What is it? Digital inclusion begins with access to suitable, accessible, and sustainable equipment. Without equipment, there can be no learning, no progress, and no access to rights.

Digital Help, inclusion close to home

Founded by Laurent Guilhaudin

Laurent Guilhaudin, founder

Created in 2019, Le Coup de Main Numérique combats digital illiteracy by combining outreach, training, and civic engagement.

Its core business is social services, in partnership with public actors (CCAS, departmental councils, local authorities) and private actors (social landlords, property managers, home help services). Through mobile caravans and local offices, the association assists residents with administrative and digital procedures.

Beyond direct support, the organization acts on three other levers: training, educational initiatives, and civic engagement. 

With 3,000 households supported each year, Le Coup de Main Numérique is joining forces with 13M to accelerate its national development and strengthen its regional impact.

ACIAH, adapting machines to humans

Founded in 2016, the ACIAH association has one goal: to fight for digital inclusion and accessibility by simplifying the use of computers for seniors and people who are unfamiliar with information technology.

To this end, the Aciah-Linux USB stick makes it easier to use any computer thanks to a "heart key" that provides access to the computer's main features. The association also trains seniors through local computer workshops. 

With 13M, the challenge is to further structure and formalize its model in order to amplify its impact.

Modixia, reinventing the public, sustainable, and local computer

Founded by Jérôme Botte

Jérôme Botte, founder

Founded three years ago near Nantes, Modixia collects non-refurbishable business laptops and reuses their electronics to manufacture modular desktop computers.

Its patented adaptive technology allows for the standardization of second-life components in a housing manufactured in France, which can be customized for local authorities (colors, logos, configurations).

Result: massive reduction in carbon impact, preservation of rare metals, compliance with AGEC legal requirements, and a 3-year warranty with the option to upgrade rather than replace.

Already deployed in local communities, Modixia hopes to use 13M to expand nationwide and explore a social aspect, notably the integration of people with disabilities into its production workshop.

Access to uses

What is it? Mastering digital tools, understanding online processes, developing professional or educational skills: access to these tools is now at the heart of inclusion. It's about giving everyone the means to be independent in an increasingly digital world.

Frello, mastering French for lasting integration

Founded by Louis Rapilly

Louis Rapilly, founder

Frello is developing a digital solution for learning French aimed at non-native speakers (whose mother tongue is not French). Accessible on mobile and web, the platform offers personalized courses that evolve according to the objectives and progress of learners.

With more than 300 clients, 1,500 hours of internally developed content, and 70,000 beneficiaries, Frello has established itself as a key player in professional French language learning, particularly for lower levels, where autonomy is most fragile.

By joining 13M, the team aims to enhance the inclusivity of its digital practices and build bridges with local authorities.

KMOOVE, learning through movement

Founded by Karim Mounassib

Karim Mounassib, founder

KMOOVE transforms any surface into an active learning space using interactive laser technology. Without the need for connected devices, the solution makes learning and training fun. 

Deployed in communities, training centers, and even hospitals, KMOOVE addresses various topics: disability, aging well, well-being at work, training, etc. 

With revenue increasing fivefold in three years, the start-up wants to use 13M to clarify its strategic vision and structure its regional development.

Passerelle, restoring access to rights

Founded by Michèle Poulenard & Robert Mlakar

Michèle Poulenard, co-founder

Passerelle supports isolated or socially vulnerable individuals in asserting their rights, particularly in a context of increasing digitization.

Thanks to mobile offices (motorhomes, building entrances, third places) and Aidants Connect accreditation, the association can carry out the procedures on behalf of or with the beneficiaries.

With 72% of those receiving support not receiving any other assistance, Passerelle plays a key role in restoring trust in institutions.

The challenge with 13M: structuring spin-offs and developing new offerings.

Garage 404 – Training the digital talents of tomorrow

Founded by Ludovic Cabanne

Ludovic Cabanne, founder

Garage 404 is developing a structured digital learning program for children, teenagers, and adults. Its ambition is to transform screen time into creative time and an opportunity to develop skills.

The organization offers a progressive extracurricular curriculum, ranging from robotics for younger children to video game programming for middle school students, and even preparation for higher education in digital technology. It also supports employees with a catalog of training courses, particularly in artificial intelligence, some of which are certified and eligible for CPF funding.

Through Station 109, she is also developing an AI solution dedicated to professional integration, in partnership with France Travail, to help job seekers better orient themselves and promote their skills.

Based in Roanne, Saint-Étienne, and Lyon, Garage 404 now has 20 employees and is aiming to expand nationwide. Support from 13M should enable it to accelerate this scaling up.

Access to the connection

What is it? Internet access has become an essential service. However, its cost and technical accessibility can still be a major obstacle for vulnerable groups. Guaranteeing stable and affordable internet access means enabling access to all digital services.

Qoontoo, a more accessible and fairer internet

Founded by Fabrice Bellois

Fabrice Bellois, founder

Qoontoo is tackling a digital divide that is still too invisible: the inability to access the Internet for economic reasons. Founded in 2017, the company offers a cost-effective Internet access solution designed specifically for social housing, student residences, senior residences, nursing homes, and workers' hostels.

Already deployed in more than 2,500 homes, with 500 more signed up, Qoontoo works in particular with social landlords and players such as Adoma. The company is now embarking on a strategic shift by opening up more to assisted living facilities and supported housing. It is also preparing to evolve its business model towards a more direct consumer-pays approach.

The 13M support must underpin this change of scale, structure the fundraising planned for 2026, and consolidate its position as a committed player in a fairer and more accessible Internet.
